In a small bowl, dissolve the yeast and 1 tsp sugar in the lukewarm water. Set aside.
In a large bowl, pour the boiling water over the two types of oats and softened butter. Stir the mixture and cool to lukewarm.
To the slightly cooled oatmeal mixture, add the brown sugar, 1 Tbsp sugar, salt, and yeast mixture.
Stir and knead in the flour, adding one cup at a time.
Return dough to a greased bowl, cover, and allow dough to rise in a warm place for one hour or until doubled in size.
Punch dough down. Form into 12 rolls and place in a greased 9X13 inch baking pan. Allow rolls to rise again, about 20-30 minutes.
Bake in a 350°F oven for 20-25 minutes, until golden brown.
